When the ball is not in play, you may not throw or hit it violently in any direction, out of the court, or at the players on the other side of the net.

Players may not throw or hit the ball violently out of the court when it is not in play.

Players may not throw or hit the ball violently at the players on the other side of the net when it is not in play.

Yes. Sending the ball out of the court when it is not in play is ball abuse, punished on the FIP table of penalties.
Does this rule cover hitting the ball hard during a rally?
